Scum on the sea – Phaeocystis
No – it probably isn’t sewage, but more likely Phaeocystis which is seen every May when the seawater tends to take on a rather unappealing orange or brown hue, possibly with foam and suspicious looking bits floating in it. You could be forgiven for fearing the worst, but no – it is nothing to do with Southern Water and Peel Common….. It is phaeocystis, which is a widespread marine plankton: it tends to be visible in these waters during early summer, but is not harmful.
Appeal on Old Street planning application
The appeal will be heard at Fareham civic centre on 9 and 10 June. You may have received a letter from FBC if you submitted comments, but in case not, the details are as follows:
The Planning Inspectorate, the government's executive agency responsible for dealing with planning appeals, has confirmed that the appeal will be held by way of an Informal Hearing starting on the Tuesday 9th June 2026 beginning at 10:00 and is expected to last 2 days.
The Informal Hearing will be held at the Council Chamber, Civic Offices, Civic Way, Fareham, PO16 7AZ and run by Inspector A J Sutton BA (Hons) DipTP MRTPI appointed by the Secretary of State.
The appeal documents are available to view on our [FBC] website at
Informal Hearings are open to members of the public, and although you do not have a legal right to speak, at the Inspector’s discretion you may be permitted to do so.
All written submissions provided during both the application and appeal stages will be considered by the Inspector. Re-stating the same points will not give them any additional weight. Please note that no further written representations can now be accepted by the Planning Inspectorate.
HHRA will be there and asking politely if we may speak briefly. Our comments are on the website linked above.
