Haven House. Many of you will have received direct the update sent out by the Trustees of Titchfield Haven Community Hub on 22 August, but for those not on that mailing list, the text is copied below:

Following the decision taken by the Hampshire Executive Member on 31 July to reject the bids from THCH and HIWWT and to put Haven House on the market for sale in mid September, we met the HCC officers on 21 August.

At that meeting, they confirmed that Haven House would be marketed in three to four weeks' time but that HCC was 'open to consider any bid received in relation to Haven House up until an offer is accepted'.

This leaves us with a very challenging situation. We know that HCC is seeking to achieve a capital receipt of £1.3 million to spend on the Haven, as stated in their report approved on 8 December 2022; at the public meeting on 31 July, it was stated that the receipt from the sale of Haven Cottage was £500,000. That leaves them with a gap of £800,000.

Our own 'red book' valuation of Haven House, undertaken by a specialist independent valuer, is for a maximum of £627,500.

We therefore need to think through whether we can and should make an offer of £627,500, or even a higher sum: however, as a charity, we would need to think very carefully about offering any sum that exceeded the valuation. If we did make an offer, we would need to undertake a very ambitious fundraising campaign to demonstrate to HCC that we could raise the money. During that time, HCC might well accept a higher offer from another potential buyer.

We are going to take advice from one of our supporters who is very experienced in fund raising as to how realistic such a large fund raising effort would be. We are looking at other sources of grant funding but it is unlikely that such large sums would be available in the timescale

It is also important to be clear that the purchase sum would be in addition to the money we need for remedial and refurbishment work to 'match fund' the Community Ownership Fund grant of £186,000. You will recall that in late July we asked for pledges for community shares to meet that sum and you responded magnificently: the total pledged within a week was £222,000. But the purchase cost is a much larger sum and is over and above that.

We will send out a further update as soon as we have been able to reach a conclusion on the feasibility of such a significant fundraising campaign. It may be that we have to accept it is beyond us, but of course we will welcome your thoughts.

"Wellbeing" Meeting at Fareham Community Hospital. The Friends of Fareham Community Hospital (FFCH) will host a discussion meeting, with a guest speaker, on how you can manage your own wellbeing, particularly in the post-Covid era. Thursday 14 September at the Hospital, 6.00 pm for refreshments and 6.30 start. Entrance fee £5 with all proceeds going to fund the activities of the FFCH.

Daedalus Airfield.

Installation of airfield ground lighting is planned for early next year. Our Daedalus representative Ken MacKenzie has asked for details of the approach light that will be erected adjacent to The Shack (the only light outside the airfield perimeter fence).

A new "visual control room" is to be built above the existing control tower, to give a 360 degree view over most aircraft movements; it will also aid the identification of any aircraft infringing the circuit regulations.

Lee Victory festival - 22-24 September. Spitfires, other historic aircraft and military vehicles, flypasts etc. Should be fun for many but anticipate traffic congestion in Lee and probable increase in aircraft noise level.

"Hangar Homes". Some may have seen some minor press speculation about a continuing attempt to build some "Hangar Homes" (light aircraft hangar downstairs, living accommodation upstairs) on the airfield perimeter. We are assured that Fareham BC owns the land and has no intention to allow such development.

Household Waste Reuse Survey. Hampshire County Council is looking for ways to help people reuse items that might otherwise be thrown away and is inviting us to take part in an online survey of our attitudes to recycling, repair and reuse. It is quite thought-provoking and worth taking a look. The survey is open until Sunday 17 September. Find it on Fareham's website -

Glass and Aluminium Cans Recycling. Under the government's new Resources and Waste Strategy local authorities are looking at further options for improving recycling, particularly glass and aluminium cans. It is likely that some revised arrangements will be introduced in 2025. As always, cost/income implications have to be weighed. We will provide further information as we hear it.

Change of last collection times from post boxes. You may have noticed that those local post boxes which used to have a last collection at 16.45 Mon – Fri and 11.45 Saturday have now been changed to 09.00 Mon – Fri and 07.00 Saturday. Later collections are made from the post offices in Crofton Lane One Stop and Stubbington.

Scams.

WhatsApp - Scammer targets a large group, presumably so that any member doesn't know all of the others - creates a false account and pretends to be a be a new group member, asks you to join in a group chat. Need to be doubly careful to whom you respond.

DVLA. Beware scammer purporting to be DVLA and asking for personal details.

"Curry's" has told Peter Wason that he's won yet another air fryer!

Next Members' Meeting. A reminder that our next meeting is on Monday 4 September at 7.30 pm. In addition to our usual councillors' updates, the guest speaker William Murray will tell us about the planned mainly residential development on the Lee part of Daedalus. Come along and hear all about it.

Haven House Visitor Centre. As many of you will know, on 31 July, Hampshire County Council rejected the bids from Titchfield Haven Community Hub (THCH) for Haven House and from Hampshire & IoW Wildlife Trust for the Haven. There were deputations at the Select Committee in the morning and Executive Member’s Decision Day in the afternoon from the THCH Trustees, Councillor Pal Hayre and Dame Caroline Dinenage MP but it was clear that minds were made up. Plans are now in hand to put Haven House on the market, with a target of mid September. The THCH team will take a while to reflect on whether any further steps can be taken, though that seems unlikely. Meanwhile they wish to thank all local people who have provided so much support and encouragement, including pledges of funding, through the last ten months.

The Crofton - Revised Planning Application. Following a number of strong objections to the proposal to build two houses on the garden and a substantial portion of the car park, a revised application has been submitted. In essence it changes little and still imposes significant penalties on nearby residents - and indeed for many of us, particularly by forcing more on-street parking on Crofton Lane, Moody Road other roads that are already busy. HHRA is submitting another objection, which can be seen on the Planning section of Fareham Borough Council's web site, and we urge members to consider submitting their own comments as soon as possible; tell your neighbours too. Fareham Borough Council Budget. Further to our report last month regarding measures under consideration to address a predicted future budget shortfall, the leader of FBC and our councillors have assured us that the possibility of making car parking charges in Stubbington Green is not and has never been considered. Excellent reassurance.

Priority Swimming Area. Following HHRA's request, Councillor Kay Mandry has arranged for a sign to be erected formally designating the beach to the west of Giblet Ore as a Priority Swimming Area. As some will have noticed, the sign is already up. Thank you, Kay and FBC staff.

Shellfish gathering. We understand that a multi agency operation took place about four weeks ago when officers from various agencies engaged with shellfish gatherers in Hill Head harbour. We have previously provided the link to the FBC website where you can see the advice about what to do if you believe large scale and possibly illegal shellfish gathering is happening:

Beach hut security. We understand that last week there were some break ins at beach huts at Monks Hill, though no reported problems at Cliff Road. An obvious reminder to leave your beach hut as secure as possible and to report any suspicious behaviour you see – 999 if it is happening at the time or 101 or www.hampshire.police.uk if it is less immediate.

Scams. Latest include:

Several new scams are appearing on You-Tube. In particular, scammers are crating fake ads promising cash giveaways falsely claiming to be a MrBeast (who is a real person and genuinely gives prizes to people who overcome his challenges).

Again and again emails from "Customer Support" - "We have been trying to reach you........." And Peter Wason has lost count of the number of air fryers that he has apparently won! Now he has also been told that he has won a Miele vacuum cleaner!

Return of the scam telephone call to say that you are entitled to a free house energy-saving survey .....

Amazon Prime. Various messages saying there is a problem with your account.

Return of the telephone call regarding " an accident you or a family member had in the past three years".

New Committee Member. We are delighted to report that the Committee has agreed unanimously to co-opt a new committee member - Julie Taylor - who has taken over the role of Membership Secretary from Pamela. She will stand for formal election at the AGM in March.

Next open meeting. Monday 4 September 7.30pm at the church hall in Bells Lane when William Murray, a Director of the Daedalus Development Company will talk to us about the developments on the Daedalus site – this will not be about the airport, but about the wider development of the site which many members asked us about after we had the Solent Airport talk in March.

This email and its attachment is being sent to all councillors on the Universal Services Select Committee. A copy is also being sent to Cllrs Humby, Adams-King and Oppenheimer, Dame Caroline Dinenage MP, Suella Braverman MP, and circulated to all Fareham councillors.


On 31 July 2023 you will meet to discuss a report from officers regarding the future management of Titchfield Haven National Nature Reserve and Haven House.


You are being asked to approve the officers’ recommendations that the bid from Titchfield Haven Community Hub (THCH) to acquire Haven House and operate it as a community hub, café and holiday accommodation is declined. You are also being asked to decline the proposals put forward by the Hampshire and Isle of Wight Wildlife Trust (HIWWT) for the future management of the Reserve.


We are writing to ask you to recommend to the Executive Members either that the officers’ recommendations are declined and our bid is accepted, or that consideration of the officers’ report is adjourned, with a view to agreeing a period of time during which constructive and mutually beneficial discussions can be held with officers about our bid, and pledges and other sources for funding the balance of the monies required for the works to Haven House can be secured.


We are also writing to express our deep disappointment that since submitting our bid on 13 June 2023 officers have not attempted to engage with us other than a request for further information on our bid. Indeed, they failed to take up our offer to go through the detailed spreadsheets which support the business plan.


The result is that the report’s recommendation, to reject our bid, is based on a series of flawed assertions, the most egregious of which is the assertion that notwithstanding the clear community benefits which could be delivered by the bid, these ‘do not outweigh the previously identified need to invest in the Reserve’.


This contrasts with the judgment of the Community Ownership Fund team at the Department for Levelling Up, Housing and Communities which has awarded THCH capital grant funding of £155,549 towards the cost of repair and refurbishment of Haven House and some £30,000 towards THCH’s start up revenue costs.


The attached document sets out why the reasons given in the report for rejecting THCH’s bid are flawed, and why reverting to the original proposals approved by the then Executive Member for Countryside, Culture and Communities and Executive Member for Policy, Resources and Economic Development on 8 December 2022, to sell Haven House on the open market, is also flawed and short-sighted.
